This report reflects the discussions at six meetings in 1998-99 of Reflection Group set up jointly by
the Forward Studies Unit of the European Commission and the Robert Schuman Centre, European
University Institute, Florence. The discussions were based on a set of expert papers commissioned
for the Reflection Group. The report does not necessarily reflect all individual opinions of the
Reflection Group members; nor does it correspond to the position of either the European
Commission or the Robert Schuman Centre. |
