Genèse des frontières et enjeux migratoires en Mauritanie

Abstract

Résumé Les enjeux frontaliers ont été déterminants dans la constitution de la nation mauritanienne comme Etat frontière. Ils ont de ce fait affecté les systèmes de mobilité et la structuration des territoires à l’intérieur du pays comme dans sa relation à l’extérieur. Cette note a précisément pour objectif de mettre l’accent sur ces aspects sociopolitiques souvent négligés dans l’analyse du cadre de la question migratoire en Mauritanie. L’approche adoptée rend justice au poids conjugué de l’histoire longue et de la politique nationale sur les enjeux actuels. Ce faisant, elle permettrait éventuellement d’éclairer davantage les incidences des politiques publiques mises en place dans la perspective d’une gouvernance optimale de la gestion des mouvements migratoires.

Abstract Border issues were key in transforming “the Mauritanian nation” into a border -state. Borders thereby affected mobility systems and territorial structuring within the country as well as Mauritania’s relations with the outside world. This note highlights these sociopolitical aspects that are often underexplored, while analyzing too the general framework regulating migration in Mauritania. This approach takes into account the weight of history and national politics and shows how both have affected the current migration reality. This approach allows for a better understanding of the repercussions of public policies that have been implemented with a view to governing migratory movements well.
