This paper first seeks to explain the EU’s modes of external governance in Justice and Home Affairs (JHA) in its Eastern neighbourhood. More specifically, it looks at attempts to curb illegal migration, with special attention to Moldova, based on the theoretical framework of the external governance concept. It, then, assesses Moldova’s efforts to successfully implement EU recommendations in the fight against illegal migration, against two criteria measuring the effectiveness of EU rule transfer: EU bargaining power and domestic factors in the third country.
