The Europeanisation of refugee policies : between human rights and internal security

Abstract

From the beginnings of intergovernmental co-operation in the 1980s to the Amsterdam Treaty and the Charter of Fundamental Rights, the developing EU refugee policies have oscillated between the conflicting policy frames of internal security on the one hand and human rights on the other.
