dc.description.abstractGiven the prominence of bid-rigging practices in network sectors in terms of competition law enforcement, this Paper provides an overview of administrative precedents and public policy regarding such practices over the past two decades. Network sectors are particularly susceptible to such practices because of the scale of operations required to satisfy large public sector projects and because of the patterns of supply and demand that characterise such sectors. The goal of the Paper is to identify common themes that are emerging in antitrust enforcement practice around the world and the practical challenges posed by the need for detection and proof of the existence of such collusive practices. Focusing predominantly on the territory of the European Union, this exercise is achieved by reference to existing case precedents, the impact of regulation and changes in public policy in this area (whether at the global, regional and national levels).en
