Abstract
This thesis critically investigates the climate policy positions of right-wing populist (RWP) governments, focusing on Hungary and Turkey as crucial cases. It elucidates on the similarities in RWP governments’ motivations and instruments in climate policies. Additionally, to understand the nuanced differences in climate positions of these similar RWP cases, a Most-Similar Systems Design (MSSD) is applied. Qualitative methods, including document analysis and semi-structured expert interviews, are employed to gather data. The findings reveal that the RWP governments’ shift towards climate-friendly policies is a strategic move to benefit from political opportunities, maintain public support, and consolidate power, rather than a genuine commitment to ecological ideals. The analysis of Hungary and Turkey’s climate policy institutions, processes and instruments sheds light on their climate policy positions. Finally, the nuances between cases’ climate positions explained by their RWP subtypes and EU membership status. The research holds implications for policymakers and scholars interested in understanding the complexities of RWPs’ environmentalism and its implications for climate governance.
