dc.description.abstractThis thesis investigates the establishment of the Loss and Damage Fund at COP27 in 2022, a significant achievement considering years of resistance from developed countries like the United States and the European Union. Through a content analysis employing critical discourse analysis on UNFCCC documents, official party submissions, and statements from COP26 and COP27, this study identifies pivotal factors enabling the fund’s creation. Drawing on actor-network theory, the analysis reveals a confluence of factors including the leadership of the Egyptian COP presidency, external contextual alignments, and persistent advocacy efforts by developing countries’ alliances. These findings highlight the intricate interplay of diplomatic, political, and advocacy dynamics that culminated in the adoption of the Loss and Damage Fund, representing a milestone in international climate governance.en
