Abstract
The presentation analyses how to think about legitimacy theoretically, briefly mentioning the main themes of Vivien A. Schmidt’s recent book ‘Europe’s Crisis of Legitimacy: Governing by Rules and Ruling by Numbers’ as an example of the crisis of legitimacy. It then focuses on the problems of legitimacy during the Covid-19 crisis, with examples from EU institutional actors as well as from a wide range of countries.
