Abstract
This report explores Poland’s evolving role in the European Union amidst its 2025 Presidency of the Council of the EU, highlighting its potential as a key player in addressing the leadership vacuum within the Union. It examines the intersection of Poland’s national priorities with EU-wide challenges, focusing on three critical domains: defence policy, EU enlargement, and economic transformation through decarbonisation. The report identifies Poland’s shift from a NATO-centric security framework to advocating for integrated EU defence initiatives, its complex position as both a proponent and competitor in the Union’s enlargement process, and the urgent need to transition its coal-dependent economy to align with EU climate goals while safeguarding its competitiveness. Additionally, it assesses Poland’s strategic reorientation from the Visegrad Group toward stronger ties with Nordic-Baltic partners, reflecting its broader geopolitical recalibration. While Poland’s ambitions are amplified by its growing economic and political stature, the report acknowledges the domestic political constraints and unresolved strategic dilemmas that may limit its leadership potential. Ultimately, the report positions Poland’s EU Presidency as a pivotal moment for redefining its role within the Union and addressing the shared challenges of European integration and transformation.
