Abstract
Neste artigo procede-se a uma descrição dos eurogrupos e dos seus métodos de acção. O autor conclui que, ao escolherem um canal de acção ao nível da UE, os eurogrupos tendem principalmente a ajustar a forma das suas actividades, não tanto à estrutura formal (constitucional) dos governos nem à distribuição do poder efectivo, mas antes ao grau de abertura das instituições. Cet article fait une description des eurogroupes et de leurs méthodes d'action. L'auteur conclut que, en choisissant un canal d'action au niveau de l'UE, les eurogroupes ont principalement tendance à ajuster la forme de leurs activités non pas tant à la structure formelle (constitutionnelle) des gouvernements, ni à la distribution du pouvoir effectif, mais plutôt au degré d'ouverture des institutions. In this article, the eurogroups and the ways in which they work are described. The author concludes that, when choosing an EU level action channel, the eurogroups tend mostly to adjust the form of their activities not so much to the structural form (constitutional) of the governments, nor to the distribution of effective power, but rather to the degree of openness of the institutions.
