Abstract
As extreme weather events become more frequent and their consequences more severe, climate adaptation has gained increasing attention. China plays a crucial role in global climate adaptation governance. However, research on China’s climate adaptation actions remains limited. This study focuses on China’s two national climate adaptation strategies released in 2013 and 2022, using environmental discourse theory as the analytical framework. Through discourse analysis and literature review methods, the study explores the role of environmental discourse in China’s climate adaptation strategies. The findings reveal that the two strategy documents employ a highly consistent environmental discourse, which integrates key characteristics of three environmental discourses: Sustainable Development, Ecological Modernization, and Green Politics. The formation of this discourse is shaped by China’s domestic political system, the need for economic green transformation, international pressures, and traditional cultural values. The features of these three types of environmental discourses have also profoundly impacted China’s climate governance practices across political, economic, and social dimensions.
