Abstract
Addresses the question of the clash of competences between the EU's interests within the field of competition and the Member States' interests within the field of regulation. The text also aims to identify legal principles that would ensure the coherence of two levels of governance. Reference is also made to the American state action doctrine and theories of economics and political science.
