Abstract
This contribution examines the structural conditions that strengthen the influence of undemocratic forces in the Western Balkans. It focuses on two key elements: undemocratic pressures within the European Union (EU) or its Member States and transnational counter-peace dynamics. With regard to the first element, the EU’s enlargement process has increasingly become security- driven, emphasising stability over genuine democratic transformation, with migration management being outsourced to the borderland region and tied to enlargement. Meanwhile, counter-peace dynamics, defined as patterns that emerge when peace processes are stalled or undermined, have recently surfaced, further complicating the region’s political landscape. Empirically they can manifest as national strategies against peace reforms as well as international dynamics that complicate peace-making efforts (Pogodda, Richmond, and Visoka 2023).
