Abstract
This chapter analyses European solidarity as both a foundational principle and a practical instrument of European integration. It examines mechanisms such as the European Civil Protection Mechanism and redistributive policies like the Cohesion Policy, emphasising their role in fostering cooperation between member states. Second, we show how successive crises—from the financial crash to the COVID-19 pandemic—have strained the limits of European solidarity. These challenges have prompted the adoption of conditionality regimes, tying access to EU fundsto compliance with a range of EU-wide standards, including fiscal discipline, rule of law, and human rights.
