The chapter seeks to make two main contributions to the ongoing conversation on regional order in the Middle East, one relating to the nature of order: what makes an order? And one that relates to the question of change: when can we define an order as ‘new’? In response to these questions, the chapter introduces the distinction between a change of order and a change within order. This nuanced understanding of change will equip us better to answer the question of whether a qualitatively new regional order in the Middle East and North Africa emerged after the Arab uprisings or since then.
