Abstract
Anchored in Collaborative Governance Theory and grounded in public administration literature, this thesis explores how grassroots innovations like OKOBI model in Nigeria can inform youth development and administrative capacity building in Ghana. Through a qualitative, comparative case study approach using secondary data, it investigates how policy learning and transfer can facilitate the adaptation of OKOBI’s core mechanisms such as youth training, community fora, and co-creation of policies into Ghana’s socio-political context. Findings reveal that while Ghanaian youth remain marginalized in governance processes, structured grassroots engagement can enhance institutional responsiveness and civic inclusion. The study emphasizes the potential of collective entrepreneurship and participatory governance to transform youth-state relations. It underscores the importance of reimagining administrative systems to embrace localized, youth-led models. It concludes with recommendations for policy reforms that institutionalize participatory governance and support the integration of bottom-up innovations in national youth development strategies.
