Who qualifies as an environmental victim? : a cross-jurisdictional case-study in the waste sector

dc.description.abstractThe current article qualitatively examines the identity of environmental victims in the joint institutional framework regulating waste-management practices across Greece, the European Union and the Council of Europe. Overall, sixty texts drawn from the statutory and policy framework of all three jurisdictions were subjected to qualitative content analysis, the latter being directed by the theoretical frameworks of anthropocentrism and ecocentrism. The analysis suggests that human beings unambiguously qualify as environmental victims, while the environment per se enjoys a tentative, if not undermined, victim status. However, under certain margins of institutionalized harm favoring the undistracted operation of the waste sector, neither humans nor the environment qualifies as victims.en
