Abstract
Questo articolo analizza il processo di modernizzazione dell’Esercito Popolare di Liberazione (EPL) sotto la leadership di Xi Jinping, inquadrandolo come una componente fondamentale del progetto politico della “Grande Rinascita della Nazione Cinese”. L’analisi approfondisce il cambiamento dottrinale verso la guerra informatizzata, basata sul concetto di “confronto sistema-contro-si-stema” e sulla capacità di condurre “operazioni congiunte-integrate”. Ven-gono esaminate in dettaglio le riforme strutturali avviate nel 2015, che hanno riconfigurato la struttura di comando e controllo dell’EPL, e la più recente rior-ganizzazione dell’aprile 2024. In conclusione, il saggio valuta la traiettoria fu-tura dell’EPL verso una “intelligentizzazione” e l’obiettivo di diventare una “forza armata di prima classe a livello mondiale”, mostrando altresì come le sue capacità rimangano al momento focalizzate sulla proiezione di potenza re-gionale piuttosto che globale.
This article analyzes the sweeping modernization of the People’s Liberation Army ( PLA) under Xi Jinping, framing it as a crucial component of the “Great Rejuvenation of the Chinese Nation” political project. The analysis details the PLA’s doctrinal shift toward informatized warfare (Xìnxīhuà), which emphasizes integrated joint operations and a “system-of-systems confrontation” approach(Tǐxì duìkàng) to conflict. It examines the comprehensive structural reforms initiated in 2015 that reshaped the PLA’s command architecture, as well as the further reorganization of its strategic forces in April 2024. In conclusion, the essay assesses the PLA ’s future trajectory towards the deep integration of artificial intelligence (Zhìnénghuà) and its goal of becoming a “world-class military,” arguing that its capabilities remain focused on achieving regional dominance rather than sustained global power projection.
