Abstract
Although culture is increasingly recognised as a relevant focus of scholarly analysis in international relations studies, the European Union (henceforth referred to as the EU) has not yet been examined as a global cultural power. This book addresses this gap, offering a comprehensive overview of the multiple arenas through which the EU has emerged as a major cultural actor beyond its borders – one that regulates, funds, and manages cultural initiatives in multiple sectors, across regions, and with different purposes. And yet, when doing so, as the case studies compiled in this book suggest, the EU is not exercising a form of neocolonialism or using its cultural, political and economic weight to shape the preferences of populations in third countries to reinforce its soft power, as will be explained later. Rather, through its global cultural action, the EU is beginning to emerge as an enabling power that supports cultural diversity around the world.
