Abstract
The volume Technological Change and International Law brings together contributions from the Pre-Conference Workshops of the ESIL Interest Groups, held on 4 September 2024 during the 19th Annual Conference of the European Society of International Law (ESIL) in Vilnius. Against the backdrop of ESIL’s twentieth anniversary, the proceedings capture the breadth and diversity of scholarly engagement with one of the defining challenges for contemporary international law: the profound impact of technological transformations on legal concepts, institutions, and practices. The collected contributions address these dynamics from multiple vantage points, spanning feminist perspectives on access to technology and gender equality, the digitalisation of international organisations, the interplay between technology and international adjudication, historical reflections on maritime technologies, questions of accountability in social media content moderation, and the disruptive potentials of artificial intelligence and gene editing. Together, the essays illustrate how technological change can destabilise established doctrines while simultaneously creating new avenues for rights protection, governance innovation, and institutional adaptation. By juxtaposing historical and forward-looking analyses, the volume underscores the necessity of interdisciplinary dialogue in order to grasp the legal, ethical, and political implications of emerging technologies. As part of the ESIL Proceedings, this collection provides both a record of vibrant scholarly debate and a resource for academics, practitioners, and policymakers concerned with shaping the evolving relationship between law and technology at the international level.
