dc.description.abstractExamining the 1980s pipeline crisis, during which the United States unsuccessfully sanctioned its Western European allies to stop the future risk of Soviet energy blackmail, this thesis studies the role of the European Community (EC) and the crisis’ implications for the nature of the Transatlantic relationship. It does so by studying the EC narratives in archival documents, using the Narrative Policy Framework (NPF) to understand the crisis. The dataset produced by the NPF-coded documents is analyzed for conformity with two hypotheses. First, EC narratives are studied to theorize the Transatlantic relationship as a bargain over preferences on a security-sovereignty continuum. The findings correspond to this expectation, supporting further development of a Transatlantic bargaining theory. Second, the EC’s role is examined based on the hypothesis that it acted as a desecuritizing actor leveraging economic and legal legitimacy throughout crisis. Some narrative evidence supports this view, but these findings are inconclusive.en
