Abstract
The tectonic shift in global geopolitics caused by the Russian invasion of Ukraine has irrevocably linked the security architecture of the European Union (EU) to the question of the Union’s enlargement. This policy has proven ineffective in the Western Balkans, raising questions as to its credibility for integrating the Eastern Partnership countries, including Ukraine. How can the EU become politically, institutionally, and financially prepared for 30+ members? What will such a Union look like, and what place will the current aspiring members have in it? In this panel, we discuss the modalities in which the EU’s enlargement policy can be reformed to best balance the challenge of the new geopolitical reality against the internal need for institutional reform and democratic legitimacy. We propose avenues through which the Union could have a greater impact on the transformation of (potential) candidate countries locked in protracted political and economic transitions.
