| dc.description.abstract | This paper provides an overview of the international and regional climate surrounding the Sochi agreement, tackles its mechanisms and stages of implementation as well as the gains its three guarantors (Russia, Turkey, Iran) are set to make. The paper also explores the trajectory of the armed groups in Idlib governorate in relation to Turkish politics. It especially looks at the position of Hay’at Tahrir al-Sham regarding the agreement and its pragmatic relationship with Turkey. The paper then presents the Turkish approach to civil administration in Idlib. It questions the consequences of the agreement on the possibility of operationalizing Local Councils in the demilitarised zone. | en |
