dc.description.abstractAs part of its climate policy toolbox, the European Union should proactively implement Article 6 of the Paris Agreement towards fulfilling its climate goals. This can be done by maintaining climate ambition and leadership while promoting cost-efficiency in policymaking. The EU could consider boosting demand for selected Paris-aligned, high-quality carbon dioxide removal credits and, through that, generate an additional flow of climate finance towards developing countries. In doing so, however, the EU needs to draw on the lessons learned through implementing the Clean Development Mechanism (CDM) under the Kyoto Protocol. It should define what it means by ‘high quality’ as well as specify a limited quantity of credits it is willing to accept over time. By adopting a cautious and selective approach, the EU could positively influence the further implementation of the Paris Agreement Crediting Mechanism (PACM).
