Abstract
This Policy Brief reviews the experience of the European Citizens Panel (ECP) set up by the European Commission in the context of the preparation of its proposals for the next EU budget. It examines the modalities and conclusions of the ECP and suggests that the priorities and recommendations that emerged and the ‘narrative’ supporting them confirm that the direct involvement of citizens even in a technical and complex subject like the EU Budget can be positive for the budget process and for extending participation. The brief sets this experience in the context of the evolution of the EU budget over time and the competing priorities that need to be adjudicated in the current period. It suggests that in light of this successful experiment, the creation of a revamped permanent ECP to operate as a sounding board during the execution of the future MFF could be considered.
