Abstract
The European Union's digital policy combines the promotion of innovation and economic growth with objectives such as geopolitical autonomy of key infrastructure, public sector development, improvement of digital skills and human rights of citizens. This poses a challenge for the coherence of the overall development direction, especially for smaller Member States that lack the administrative and expert capacity to implement complex cross-sectoral public policies. This first comprehensive report produced within the project “Digital Data, Infrastructures, and Development”, and based on the analysis of 40 strategy documents and 27 interviews, provides an analysis of the complex intersectoral digital policies of the EU and Croatia.
