IDP housing complexes in north-western Syria : actors, processes and consequences

dc.description.abstract	The Syrian conflict, which has been ongoing since 2011, has caused one of the most significant refugee crises in history. While it has forced 6.8 million Syrians to flee the country entirely, 6.9 million people remain internally displaced inside the country. In rebel-held areas in northern Syria, and thanks to the cessation of massive aerial bombing campaigns and relative security prevailing since 2020, local organisations have accelerated the construction and delivery of new housing units. Whether the aim is to enhance people’s quality of life by helping them move from camps to buildings, or to sell them on the market and make financial profits, new construction projects have been sprouting up across northern Syria. With a total absence of strategic urban planning, an early assessment of ongoing housing projects shows only a partial improvement in shelter quality but no real impact on IDP living standards. Drawing on twenty-nine interviews with NGO executives, local council administrators and contractors, this study investigates the phenomenon of new housing complexes for internally displaced persons in northern Syria. It examines the evolution, challenges and impact of new housing complexes, and the role played by civil society organisations and authorities in overseeing this activity.	en
dc.description.abstract	أسفر النزاع السوري المتواصل منذ العام ٢٠١١ عن واحدةٍ من أكبر أزمات اللاجئين في التاريخ، إذ أجبر ٦,٨ ملايين سوري على الفرار من البلاد بالكامل، فيما لا يزال ٦,٩ ملايين من السوريين نازحين داخلياً. وقد عمدت المنظمات المحلية، بفضل توقّف حملات القصف الجوي المكثّف، واستبداد الأمن النسبي منذ العام ٢٠٢٠، إلى تسريع بناء وحدات سكنية جديدة وتسليمها في المناطق الخاضعة لسيطرة الثوّار في شمال سوريا. وسواء أكان الهدف تحسين نوعية حياة الناس من خلال مساعدتهم على الانتقال من المخيمات إلى المباني، أم بيع هذه الوحدات السكنية في السوق وتحقيق الأرباح المالية، تنتشر مشاريع البناء الجديدة في أنحاء شمال سوريا كافة بشكل كبير وسريع. لكن في ظلّ الغياب التام للتخطيط الحضري الاستراتيجي، يُظهِر التقييم المبكر للمشاريع السكنية القائمة تحسّناً جزئياً فقط في نوعية السكن، ولا يُظهِر أيّ أثر فعليّ على مستويات معيشة النازحين داخلياً. استناداً إلى ٢٩ مقابلة مع مدراء تنفيذيين لمنظمات غير حكومية، ومدراء مجالس محلية، ومقاولين، تبحث هذه الدراسة في ظاهرة المجمّعات السكنية الجديدة للنازحين داخلياً في شمال سوريا. وتنظر الدراسة في تطوّر المجمّعات السكنية الجديدة وتحدياتها وأثرها، وفي الدور الذي تضطّلع به منظمات المجتمع المدني وسلطاته في الإشراف على هذا النشاط.	ar
