dc.description.abstractThis report reflects the discussions at seven meetings in 2000-2001 of the Reflection Group set up jointly with the Group of Policy Advisors of the European Commission and the Robert Schuman Centre, European University Institute, Florence. The discussions were based on a set of expert papers commissioned for the Reflection Group. The first session was chaired by Jacques Delors, and interim reports I and II were co-authored by Marjorie Jouen (Notre Europe, Paris). The report does not necessarily reflect all individual opinions of the Reflection Group members; nor does it correspond to the position of either the European Commission or the Robert Schuman Centreen
