The mechanisms that allow for the joint participation of the European Union (EU) and its Member States in multilateral environmental negotiations are much more complex than what the three-pillar structure (abolished by the Treaty of Lisbon) suggested. This book draws on principal-agent approaches to investigate how the distribution of competences between the European Commission and Member States affects the capacity of the EU to perform as a cohesive and coherent global actor.
