The EU as an actor in International environmental negotiations : mixed agreements and the conservation of marine living resources

Abstract

The mechanisms that allow for the joint participation of the European Union (EU) and its Member States in multilateral environmental negotiations are much more complex than what the three-pillar structure (abolished by the Treaty of Lisbon) suggested. This book draws on principal-agent approaches to investigate how the distribution of competences between the European Commission and Member States affects the capacity of the EU to perform as a cohesive and coherent global actor.
