Abstract
In its foreign policy the EU seeks to uphold and promote the values on which is founded. In order to lead to concrete outcomes, these values find practical expression in legal norms. This chapter illustrates the wide range of instruments and methodologies used by the Union in adopting, integrating, promoting and developing international norms, and explores the processes whereby international norms are imported into, and exported from, the Union’s legal order. In what follows we shall examine the ways in which values form part of EU foreign policy from three perspectives: (a) values as identity-defining and constitutive; (b) the promotion of values; and (c) the EU’s contribution to building values, influencing the production of new norms.
