Several war crimes, crimes against humanity, and even acts of genocide have been committed in Syria since 2011. While some States have undertaken unilateral military actions to deter the commission of further crimes, this Policy Brief proposes that States exercise pure universal jurisdiction over international crimes committed in Syria, and gather evidence that could be used for future trials in Syria, in a third State, or before an international court.
