The article concerns with the structures and the logics of the interest mediation of regional actors in the formation of EC-policies. The focus is on the German Lander, which hold by far the strongest resources and influence among the regions of the Community. The strategic constraints of the "three-thier-system" - will be argued - do not primarily result in conflict between Land and federal actors (as frequently stated), but strenghten common interests and cooperation between them. The role of the committee of the regions, envisaged by the Maastricht-Treaty, is merely consultative. Thus, its contribution to the influence of the German Lander in EC-matters seems to be low. However, it provides structural incentives, thal regions of different Member-states bargain about common viewpoints in specific issues of EC-policy. In the long run, the building of transregional coalitions might improve basically the strategic chances of regional interests within the EC.
