Morocco’s new development model : lessons for Libya?

Abstract

This paper examines a new developmental model in Morocco on the initiative of King Mohamed VI, one for addressing the multiple challenges that the country faces. The paper reviews the mechanisms used to elaborate this new vision, the proposals issued by experts to boost the country’s development, as well as the challenges ahead in the implementation of this new strategy. The author asks whether the model can provide lessons for other countries facing similar challenges, and whether it might even be a useful model for Libya despite obvious differences in contexts. In particular, the Moroccan experience provides a case-study in how Libyans could create together an inclusive and participatory roadmap. That roadmap might offer a common vision for Libya, despite its demographic diversity and political divisions.

تتناول هذه الورقة النموذج التنموي الجديد في المغرب، الذي انبثق عن مبادرة أطلقها الملك محمد السادس لمعالجة التحديات المتعددة التي تواجهها المملكة. لهذه الغاية، تراجع هذه الورقة الآليات المستخدمة لبلورة هذه الرؤية الجديدة، كما تعاين الاقتراحات التي طرحها الخبراء لدفع عجلة التنمية في البلاد، بالإضافة إلى التحديات التي تتخلل عملية تنفيذ هذه الاستراتيجية الجديدة. ويتساءل الكاتب عما إذا كان يمكن استخلاص الدروس من هذا النموذج لتستفيد منها دول أخرى تواجه التحديات نفسها، وما إذا كان هذا النموذج مفيدًا لليبيا في الأساس على الرغم من أوجه الاختلاف الواضحة بين السياقين. والجدير بالذكر هو أن التجربة المغربية توفر دراسة حالة تكشف كيف يستطيع الليبيون العمل معًا لوضع خارطة طريق جامعة وتشاركية. ومن شأن خارطة الطريق هذه أن تقدّم رؤية موحدة لليبيا على الرغم من تنوعها الجغرافي وانقساماتها السياسية.
