Abstract
Il saggio affronta uno specifico aspetto della smart city quale soluzione alla complessità urbana: quello della smart mobility. Il banco di prova su cui misurare i mutamenti dei paradigmi della mobilità urbana è costituito dal caso della mobilità urbana non di linea. L’analisi è condotta con approccio critico teso a verificare quali possano essere, sul piano istituzionale, i modelli regolatori adeguati a gestire i nuovi paradigmi dell’innovazione nella mobilità urbana e le prospettive aperte de iure condendo.
The essay addresses the issue of smart city, seen as a solution to urban complexity, from the perspective of smart mobility. The test is the analysis of the relationship between taxi service and intelligent transport systems regulation. The analysis is carried out with a critical approach aimed at verifying what, on the institutional level, can be the appropriate regulatory model to manage the new and disruptive paradigms of innovation in urban mobility.
