By introducing the Charter 20 years ago, the three EU institutions erected a big billboard stressing that the EU ‘is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity’, placing ‘the individual at the heart of its activities’ and committing ‘to strengthen the protection of fundamental rights in the light of changes in society, social progress and scientific and technological developments’. These are big words.
