This panel examines the international peace architecture and appraises the arguments for a stronger legal infrastructure that would encourage, and support, governments to choose a negotiated settlement of these conflicts. What are the incentives for governments to pursue negotiations for ending conflicts? Should the EU support the Peace Treaty Initiative, which aims to promote negotiated solutions to intra-state armed conflicts?en
