Transformations in the roles of intermediaries in Zakyah and Kanaker in rural Damascus

Abstract

In late 2016, reconciliation agreements were reached in the towns of Zakyah and Kanaker, which ended a siege imposed by the Syrian regime. The agreements stipulated that in return for the regime’s military and security forces not entering inside the towns, members of the former armed opposition would either surrender their weapons and embark on a settlement process or evacuate the area. The end of rebel rule created a void. The local populace sensed a need for community representatives to serve as intermediaries between themselves and the regime. Actors of various origins and backgrounds stepped in to fill the vacuum, forming or joining existing reconciliation committees in the two localities. The reconciliation committee members acted as intermediaries between the local population and the Syrian regime until 2019, when their role started to gradually change and diminish. Based on interviews with local notables, leaders of armed groups, journalists and activists, and a large archival source published in recent years, this paper examines the reconciliation process in Zakyah and Kanaker focusing on the rise of intermediary actors, transformations in the roles they played and their evolving relationships with the regime in the two localities.

في نهاية العام ٢٠١٦، انتهى الحصار المفروض من قبل قوات النظام السوري على بلدتي كناكر وزاكية في ريف دمشق الجنوبي باتفاقيتي مصالحة قامتا أساساً على عدم دخول قوات النظام العسكرية والأمنية إلى المنطقتين، مقابل تهجير رافضي المصالحة، وتسوية وضع لعناصر المعارضة المسلحة وتسليم سلاحهم. عزز الفراغ الذي أعقب انتهاء فترة حكم المعارضة المسلحة حاجة المجتمعات المحلية لممثلين عنها، للقيام بالوساطة مع سلطات النظام المستجدة. وقد استفاد فاعلون متعددو المنابت والخلفيات من هذا الفراغ، للقيام بالوساطة، وانضموا إلى لجان المصالحة المحلية في المنطقتين. لعب أعضاء لجان المصالحة دور الوسطاء بين المجتمعات المحلية والنظام السوري حتى عام ٢٠١٩ حين بدأ اضمحلال وتحول أدوارهم تدريجياً. استناداً إلى مقابلات مع وجهاء محليين، قادة مجموعات مسلحة، صحفيين، وناشطين، وبالاعتماد على أرشيف كبير من المواد الصحفية المنشورة خلال السنوات الماضية، تدرس هذه الورقة مجريات المصالحة في بلدتي زاكية وكناكر، ثم تسلط الضوء على صعود وتحول أدوار الوسطاء وعلاقتهم مع النظام في بلدتي زاكية وكناكر.
