The EU has declared its ambition to become a leader in the emerging field of the global governance of Artificial Intelligence (AI). In light of this ambition, this thesis sets out to study the EU's potential to lead global AI governance (GAIG). The research first explores whether the EU possesses actorness in GAIG. In a second step, it investigates whether the EU's external action in influencing GAIG is effective through the case study of the Hiroshima Process Code of Conduct. By employing the concept of actorness and effectiveness as analytical lenses, the thesis finds that the EU's ability to shape GAIG is constrained by several factors, including the limited attractiveness of the European approach to AI and challenges regarding monitoring and enforcement. The findings suggest that the EU may rather 'lag behind' than 'lead the way' in the emerging global governance of AI.
