The EU Transaction Log (EUTL) records all transfers of allowances in the EU Emissions Trading system (EUETS). In this short note we provide an introduction into transactions under the EUETS. We first provide an overview how allowance transfers work and who are the involved parties. We then explain the characteristics of these transfers and how the evolve over time. Finally, some Frequently Asked Questions are provided that should lower the barrier of stepping into the analysis of the transaction data.

Version: Source(s) of data: the dataset rely on public data sources: 1. European Union's Transaction Log (EUTL) is the major data source. We augment the original EUTL data in three major ways. First, we link transactions to the involved accounts. Second, we match former operator holding accounts to the respective installations. Finally, we eliminate duplicated account holders. 2. Leakage lists are used to infer the NACE sector classification of installations 3. The matching to the Bureau van Dijk Orbis database is provided by the JRC. Please also refer to the documentation for more rigorous description.The empirical part of the note is based on the dataset provided by EUETS.INFO. The full structure of the dataset is explained in Abrell (2021).
