Russia's invasion of Ukraine could trigger a reset of the transatlantic relationship. Such an agenda is only likely to work if Americans and Europeans rethink major dimensions of collaboration beyond the build-up of collective defence capabilities. Are transatlantic partners committed to some overarching goal that legitimizes the special nature of this relationship? Could that goal be the strengthening of democracies' privileged position in the international system? Before the start of the war, there was limited determination on either side of the Atlantic to cement wholesale concerted action. The tensions that had accumulated were not solely because of Donald Trump’s presidency. Granted, the Trump administration posed a shock to the transatlantic relationship, but Joe Biden’s election as President of the United States did not entirely reset it. What remains to be seen is whether the Biden administration is considering an intensification of political, economic, technological, and regulatory collaborations with the Europeans. We should also be asking whether Europeans are now more open to meet American requests halfway. Knowing the likely evolution of the transatlantic partnership serves to determine its consequences for the functioning of the international system.
