Education – an arena of political contestation : the case of Qamishli city in North-Eastern Syria

Abstract

The Syrian conflict has had a devastating impact on education. In many areas, destruction of infrastructure, loss of personnel and using funds for military expenditure have left the education system overstretched and underfunded, and have made more children part of the ever-growing ‘lost generation’ of Syrians. In areas characterised by fragmented territorial control, education has emerged as a sphere of contestation and a tool used by the parties in the conflict to extend their domination of the local population. Building on original primary data collected in interviews with ordinary civilians and actors active in the field of education, this study examines the ways in which both the Syrian regime and the Kurdish Autonomous Administration of North and East Syria (AANES) have been using education as an instrument to control the local population in the city of Qamishli in al-Hasakah governorate. The paper first provides an overview of education and the multiplicity of education systems in Qamishli city. It then examines the motivations of the regime and the AANES and the tools they use to force their education systems on the local population. Finally, it presents local preferences and opinions regarding the education systems in Qamishli city.

كانت للصراع السوري آثارٌ مدمّرةٌ على نظام التعليم، الذي أمسى في العديد من المناطق مُنهَكاً ومفتقراً إلى التمويل جرّاء تدمير البنية التحتية، ونقص الموظّفين، واستخدام الأموال للإنفاق العسكري، ما جعل المزيد من الأطفال جزءاً من "الجيل الضائع" من السوريين، الآخذ في التنامي. وفي المناطق التي تتّسم بالسيطرة المجزّأة على الأراضي، أصبح قطاع التعليم ساحةً للتنافس، وأداةً تستخدمها أطراف الصراع لبسط هيمنتها على السكان المحليين. استناداً إلى البيانات الأوّلية الأصلية التي جُمِعَت في مقابلات مع مدنيين عاديين، وجهات فاعلة في مجال التعليم، تنظر هذه الدراسة في الطرق التي يستخدم بها كلٌّ من النظام السوري والإدارة الذاتية الكردية لشمال وشرق سوريا قطاعَ التعليم أداةً للسيطرة على السكان المحليين في مدينة القامشلي الواقعة في محافظة الحسكة. تقدّم الورقة أولاً لمحة عامة عن التعليم وتعدّد أنظمة التعليم في القامشلي، ثم تنظر في دوافع النظام والإدارة الذاتية لشمال وشرق سوريا، وفي الأدوات التي يستخدمانها لفرض أنظمتهما التعليمية على السكان المحليين. أخيراً، تستعرض الورقة التفضيلات ووجهات النظر المحلية في ما يتعلّق بأنظمة التعليم في مدينة القامشلي.
