Current projections show that more than 1 million people are on the verge of forced migration due to climate change and environmental degradation in the Indian Sundarbans. This thesis operationalizes the multiple streams framework to analyze the three streams – problem, political, and policy – essential for agenda setting, to answer the question: “Why West Bengal has failed to prioritize the agenda of environmental migration?”. Through qualitative research, the data is collected from multiple sources including expert interviews and official state documents. Finally, the thesis concludes that the absence of the policy stream, un-ripening of the existent streams, and lack of agency in knowledge brokers (interest groups) may have led to the non-agenda setting. Furthermore, it concludes that additional research is required to examine the dynamic role of single-actor monopolized policy communities in agenda-setting.
