dc.description.abstractThis short paper calls for the development of capabilities reviews in merger control. Capabilities reviews can help assess the potential of a merger transaction to substantially lessen competition by elimination of 'nascent competitors'. This paper develops an example of a capabilities checklist. More generally, it explains why capabilities reviews can improve the assessment of dynamic competition harms and efficiencies in merger control settings.en
