This article aims to shed light on the causal elements limiting a further deepened Eastward enlargement of the European Community (EC) after the end of the Cold War, which had a direct impact on the future quality of democracy in European governance. Furthermore, it delves into the so-called ‘Return to Europe’ slogan studied as an instrumental meeting point in the Central and Eastern European countries' (CEECs) negotiations with Western democratic institutions with a primary focus on EC accession and an overview of NATO enlargement long-term implications. In addition, this article examines the particular lingering issues preventing a deepened Eastward enlargement coming from two opposed directions: Firstly, from inner divisions among EU institutions and member states and; secondly, from foreign policy interests with a focus on the American influence and priorities in the post-Cold War era. In short, a more detailed comprehension of these triggering factors can help us understand current cleavages and devise balanced ways to address them in a sustainable manner.
